Russian co-chair of OSCE Minsk Group Igor Popov said that the format of the negotiations on the Karabakh problem at some stage may expand by attaching to it Karabakh itself. At what point may it be possible to join Karabakh to the negotiations?
Parties to the Karabakh conflict, when setting up the OSCE Minsk Group in 1992, were found to be Azerbaijan and Armenia, and interested parties were Azerbaijani and Armenian communities of Karabakh. If the Russian co-chair of OSCE Minsk Group, Igor Popov, saying that Karabakh may join the negotiation process, has in mind only the Armenians, then it is unacceptable. In other words, the inclusion of Karabakh in the negotiation process is impossible. Karabakh’s participation in the negotiation process can be realized only in the format prescribed in the establishment of the format of OSCE Minsk Group in 1992.
Therefore, the meeting could take place only between the chairman of the Azerbaijani community of Nagorno-Karabakh Bayram Safarov and head of the Armenian community of Karabakh Bako Sahakyan, during which they can develop a form of coexistence and recover the relation lost over the past 20 years.
Is it really a necessary condition for Azerbaijan that the Azerbaijani and Armenian communities of Karabakh should jointly participate in the negotiation process?
We invite both communities to engage in dialogue. In this case, as you know, the Azerbaijani community of Karabakh itself took the initiative for such a dialogue. I am sure that we will achieve such a meeting, because the processes going on in the world suggest that the avoidance of dialogue is perceived very negatively by the international community. However, as we know, the Armenian side prevents holding such meetings between the Armenian and Azeri communities of Karabakh. In this regard, I believe that the co-chairs
of OSCE Minsk Group should organize meeting of Azerbaijani and Armenian communities of Karabakh.
Sooner or later, the Azerbaijani and Armenian communities of Karabakh will once again live together. There is no other way for the communities but to live together. Therefore, the Azerbaijani community, returning to their homes in Nagorno-Karabakh, will consider the Armenians living there as their part. After all, it’s the Azerbaijani community that faced ethnic cleansing and genocide. The Azerbaijani government on its part will provide a joint and peaceful accommodation between the two communities in Nagorno-Karabakh. The level of Azerbaijan’s development gives basis to this.
Does the Azerbaijani community of Karabakh have a proposal by which the Armenian community of this region of Azerbaijan will accept them, and this will help to resolve the conflict?
Of course, we can come up with such proposals and, therefore, are seeking dialogue with the Armenian community of Karabakh. Robert Kocharyan as president of Armenia in his speech at the Diplomatic Academy of Russia said that the Azerbaijani and Armenian communities of Karabakh have an ethnic disparity.
However, we on our part, intend to prove otherwise. In fact the words of Kocharyan are racism. A normal person cannot make similar racist speeches. The Azerbaijani community wants dialogue with the Armenian community of Karabakh. We want to be with them in a constant dialogue in order to develop ways of living together. In addition, such a dialogue is important to restore the lost trust between the two communities.
What positive changes can occur in the life of the Armenian community of Karabakh when restoring the territorial integrity of Azerbaijan?
Of course, the Armenians in Nagorno-Karabakh will be able to fully get advantage of the increasing opportunities of Azerbaijan. The Azerbaijani government on its part will provide the same level of development of Karabakh, which is now being implemented throughout the territory of Azerbaijan. Accordingly, the Armenians living in Nagorno-Karabakh, along with all other citizens for Azerbaijan will benefit from the general benefits. Moreover, the reality is that Azerbaijan will sooner or later liberate the occupied territories and restore its territorial integrity.
